Operations and Administration

Here is an overview of the internal workings of the agency and the roles of various departments

Directorate of Administration and Supplies

  • Received files and mail from various MDAs.
  • Typing of Letters/ memorandum.
  • Dispatch files/ mails to various Ministries and Agencies.
  • Preparing of Estimates Budget of the Board.
  • Keeping records of the files both incoming and Outgoing.
  • Attend to the welfare of the State Corps members and I.T. Students.
  • Collation & submission of the monthly report to the HOS and PCC at the end of the month.
  • Undertaking morning census in order to know where the files and mails are.
  • Monitoring/Supervising all government projects embarked on in the Library Board.
  • Supervising weekly sanitation.

Directorate of Public Library Services

  • Management and supervision of all the reading centres of the Board
  • Supervision of the Board’s technical services – processing of Library materials
  • Organization of readership promotion as a core mandate of the Board
  • Running of the Legal / Nigeriana Section
  • Monitoring the implementation of the Legal Deposit Law of the State
  • Supervision of the Library Extension Activities of the Board
  • Monitoring and supervision of the Board’s Zonal and Branch Libraries
  • Management of the ICT Section of the Library
  • Management and supervision of all the Librarians in the department
  • Running the Reference library of the Board
  • Management and supervision of the Children Library
  • Oversight functions to Ministries and Parastatals Libraries
  • Attendance and participation in Management meetings
  • Orgainzing Rural Dissemination of Information (RUDIS)
  • Organizing Mobile Library Services especially to the rural areas of the State
  • Conducting Training in Library Proficiency
  • Consultancy Services
  • Oversight functions to both Local Government Libraries and Private Libraries
  • Any other duty that may be assigned by the State Librarian

Directorate of School Library Services

  • Monitoring school Library development in various government and private schools in the state to ensure standards.
  • Training of Teacher Librarians and Library Assistants in Schools, Ministries and MDAs in the State.
  • Receiving Schools on Excursion to the Library Board and giving them necessary information about the various things the Board does and conducting them around the Library complex.
  • Consulting and Guiding Schools on how to establish and organize their school Libraries.
  • Training and guiding of students from higher institutions of learning posted to the Library Board on Industrial Training (I.T/ SIWES) from time to time.
  • Organizing Library Day in schools where papers/ Talk on “Developing Reading Culture” are delivered from time to time.
  • Book Donation is often arranged for schools that are due for such and those schools that request for it is treated as well.
  • Attendance and participation in management meetings.
  • Any other duties assigned from time to time.

Directorate of Account and Finance

  • Processing payment for all approved expenditure /vouchers
  • Keeping all relevant books of Account.
  • Preparing monthly Bank reconciliation statement
  • Provide a guide for adequate recording of fund flow through sufficient recording and thereby ensure proper monitoring of the application and utilization of funds. Assisting with budget preparation of the Board as contained in the approved annual strategic plan of State Government.
  • Monitoring the implementation of fund disbursed to ensure adherence E.O financial procedure and effective utilization of government fund.
  • Collection and oversee the government revenue to make sure that the money generated goes to government cofer.
  • 8. Preparation of monthly nominal roll and all allowances of all staff of the Board for the prompt payment of monthly salary
  • Disbursement of all cooperative deductions on time to make sure that each cooperative receives their deductions in time
  • Keeping of government fund

Directorate of School Library Services

  • Monitoring school Library development in various government and private schools in the state to ensure standards.
  • Training of Teacher Librarians and Library Assistants in Schools, Ministries and MDAs in the State.
